The High-frequency Active Auroral Research Program (HAARP)/Poker Flat Research Range (PFRR)  is seeking a highly motivated and experienced Fiscal Manager to join our dynamic team. As the Fiscal Manager, you will play a crucial role in overseeing the financial operations and ensuring the effective management of resources for these cutting-edge research facilities. Your responsibilities will include developing and implementing comprehensive budgets, monitoring expenditures, and ensuring compliance with relevant policies and regulations.

Working closely with the HAARP/PFRR Director, the Geophysical Institute Business Office, Researchers, and Staff, you will have the opportunity to contribute to groundbreaking research initiatives in the fields of atmospheric and space physics. Your exceptional analytical and problem-solving skills will be invaluable in identifying and resolving financial challenges, ensuring the smooth operation of these world-renowned research facilities.

To excel in this role, you must be detail oriented, be creative and clear in expressing financial data to a host of recipients, have a solid background in award management, have strong problem-solving skills as well as being able to identify and advise on possible solutions. Dynamic critical thinking skills,  the ability to work collaboratively, a strong knowledge of research administration as well as public speaking skills are needed  You must possess a Bachelor’s degree in accounting or related field and 3 years professional fiscal experience, or an equivalent combination of training and experience. Professional licensure preferred (e.g. CPA, CFM).

  • Effective interpersonal skills in oral and written communication
  • Ability to maintain, test, and improve business and systems operations.
  • Working knowledge of external regulations and laws, UAF policies, and funding agency policies that apply to grant preparation, submission, and award processing and management. Ability to read, interpret, and analyze proposal guidelines and effectively explain them to the Director and PIs, noting impacts and potential issues.
  • Experience with, or the ability to gain advanced knowledge of, university fund accounting and cost procedures and private, federal, state, and university policy & regulations, federal OMB Circulars and CFRs, Cost Accounting Standards, Federal Acquisition Regulations, GAAP, UA Disclosure Statement, and other regulatory issues related to restricted fund accounting, federal and non-federal sponsored program regulations, negotiated current and projected indirect cost, staff benefit rate agreement and basic premises, and electronic research administration.
  • Ability to prepare ad hoc reports and management reports, including expenditure projections for analysis and review as needed by HAARP/PFRR Director and GI Leadership, funding agencies, and others as required.
  • Strong analytical experience using integrated financial management systems.
  • Must have a strong background in using an automated accounting system and experience using Microsoft Office products, including the ability to create and edit complex spreadsheets and databases.
  • Ability to build and maintain positive relationships with GI and UAF campus community and funding agency/sponsor staff.
  • Ability to create and implement effective strategic plans.
  • Excellent organizational and time management skills; detail-oriented with the ability to manage multiple, shifting priorities and self-prioritize in a fast-paced, deadline-driven environment.
  • Ability to adjust budgets and provide contingency plans due to changing resource allocations.
  • Restricted fund award management and cost accounting preferred.

Minimum Qualifications:

You must possess a Bachelor’s degree in accounting or related field. 3 years progressively responsible fiscal management experience , or an equivalent combination of training and experience. Professional licensure preferred (e.g. CPA, CFM). 

Position Information:

This position is a full-time, term-funded, Grade 80, exempt, 12-month position with a competitive salary and UA employee benefits package. UA provides a generous compensation package that includes retirement options, annual leave, 12 paid holidays per year, tuition waivers for employees and family members, and affordable medical, dental, and vision care coverage. New hires will be placed on the UA staff salary schedule based on education and experience.
