This position provides on-site project supervision and field leadership for a wide variety of construction, maintenance, and repair tasks across U.S. Army Garrison Alaska (USAG-Alaska) facilities. Under the direction of UAF Environmental Community Partnership and in coordination with USAG-Alaska’s Directorate of Public Works (DPW), the incumbent manages work orders, leads field teams, coordinates multi-trade efforts, and ensures compliance with Army standards. Work spans roads, utilities, buildings, and includes specialized services like mold remediation, water damage recovery, and emergency repair support.
The incumbent brings extensive civil engineering, heavy equipment, and personnel leadership experience to ensure real property assets remain mission-ready and fully functional.

About the Position:
The Deputy Director, Environmental Community Partnership (ECP), plays a critical leadership role in supporting U.S. Army Garrison Alaska (USAG-Alaska) facility/maintenance operations through an Intergovernmental Support Agreement (IGSA) between Fort Wainwright and the University of Alaska Fairbanks (UAF). This position manages construction, maintenance, and infrastructure repair projects, supervises multi-trade field teams, and ensures compliance with military safety standards.
About the Department:
The Environmental Community Partnership (ECP) delivers technical, environmental, and infrastructure direct support services to our military partners. ECP fosters collaboration between UAF and federal agencies to maintain critical infrastructure, promote environmental stewardship, and support mission readiness across Alaska.

The ideal candidate will bring strong leadership and field supervision experience in construction, maintenance, or military facility operations. Success in this role requires the ability to manage complex work orders, coordinate multi-trade teams, and operate effectively in a fast-paced, compliance-driven environment. A solid understanding of Army engineering standards, safety regulations (including EM 385-1-1 and OSHA), and infrastructure systems is essential. Strong communication skills, adaptability, and a proactive, hands-on approach will enable the candidate to lead diverse teams and deliver high-quality results in support of mission-critical infrastructure.

Minimum Qualifications:

Bachelor'’s degree in Construction Technology, or Civil Engineering, or a related field or equivalent combination of education and/or experience
Minimum of 8+ years of progressive experience in construction, maintenance, or military operations.
Documented experience as a team lead, project manager, or managing operational teams.
Eligible to obtain Secret Clearance.
Valid driver’s license and clean driving record in compliance with UA Safe Driving Criteria and ability to travel to remote field locations.

Position Details:

This position is located on Fort Wainwright campus in Fairbanks Alaska. This is a full-time, exempt, term funded staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA Staff Salary Schedule, Grade 83, based on education and experience.
