The University of Alaska Human Resources department is recruiting for an HR Accounting Manager. This position is responsible for managing the operations of accounting and payroll tax compliance, monitoring and directing the financial reporting activities, and will be in charge of all internal and external reporting requirements. As the HR Accounting Manager, you will lead a team to work well within deadline constraints and a multitude of accounting activities, including general ledger preparation and management, year-end audit preparation, regulatory audits, and the support of budget/forecasting activities on a quarterly basis.
10% Represent the university to the public in explaining and defending university policies and plans. Manage and coordinate cross-functional team meetings; identify the appropriate departments and/or personnel to be involved. Develop relationships with campus HR leadership, cross-functional leadership, and other HR and Finance teams. Resolve politically sensitive or complex situations.

20% Direct all aspects of HR taxation encompassing payroll and benefits including UA tax reporting, monitoring, interpreting, and implementing federal, state, and UA laws/policies/regulations including tax law, INS, garnishment and labor laws that may affect payroll, HR accounting, and/or processing and ensure UA's compliance with these laws. 5% Advise and assist in strategic planning for HR and decision making regarding benefit plan or vendor changes, Union contracts, UA policy or regulation changes, personnel policy or procedural changes, and finance policy or procedural changes. Resolve questions or issues concerning compliance. Assess and implement procedures as a result of changes to regulations. Essential
5% Identify best practices and advocate sound HR and accounting principles in all aspects of process and procedure improvement. Train and assist staff in recognizing and implementing improvements or potential risks due to a loss of data integrity or inconsistent processes. Essential
5% Implement tools and procedures to aid in the efficiency and effectiveness of HR Accounting. Identify system service needs and develop processes to meet those needs.
Coordinate with HRIS and EAS in the modification or implementation of reports or queries for use by HR accounting. Assign adhoc reporting requests to HR accounting staff giving assistance as needed to define scope and data elements of the reports. Essential
5% Responsible for maintaining a system of internal controls for UA payroll disbursement and for providing technical and analytical support for the development and implementation of business strategies, process improvements, policies, objectives, and monitoring financial decision-making approvals.
Recommend improvements to enhance the accuracy and timeliness of information and enhance the system of internal controls. Keep abreast with the latest advancements in payroll practices.
Evaluate industry trends and standards and determine if optimizations or policy changes are appropriate for UA. Essential
50% Manage HR accounting staff to effectively meet the goals of the UA HR office and the university including directing and providing technical leadership and training best practices to staff throughout the UA system on all levels of processes and procedures relevant to accounting. Train HR staff on customer service ensuring that the needs of internal and external customers are being met. Essential

REQUIRED EDUCATION OR TRAINING:
Bachelor's degree in accounting, business, or related field, or an equivalent combination of training and experience. Professional licensure preferred (CPA, CFM). Minimum 5 years progressively responsible professional or management fiscal experience.
