Position Summary:

Matanuska-Susitna College, an extended campus of the University of Alaska Anchorage, is seeking a qualified individual for the position of Director of Business Services.

Duties:

15ANNUAL OPERATING BUDGET - Assist and support executive management with the preparation and submission of annual operating budget requests that incorporate MSC financial plans linked to accreditation core themes and strategic goals while complying with MAU and Statewide directives. Prepare and analyze financial resources, financial needs and provide strategic based recommendations to assist with program request development. - In conjunction with executive management, set MSC's annual operating budget based on fiscal year General Fund appropriation, program increments or reductions and prepared tuition/fee projections. Identify permanent and temporary revenue sources available for strategic internal re-allocations and set departmental distributions. - Assist and support executive management with the preparation and submission of MSC's annual funding requests. - Assist with the budgetary development of MSC grant and contract proposals and awards, UA Foundation funds, and Auxiliary operations. - Assist student agencies (Student Government, Student Clubs) with the development of annual operating budgets. - Monitor, negotiate, and prepare vendor contracts for campus operationsEssential
15SUPERVISION - Work as a team leader and builder promoting a service-oriented department that provides the highest caliber of service to the institution's constituencies. - Provide guidance, motivation, evaluation, counseling, and discipline to subordinates. 20FINANCIAL MANAGEMENT REPORTING - Prepare financial management reports for MSC and UAA executive management. Project revenues and expenditures and identify and meet targeted carry forwards. Continually maintain operating budgets to ensure authority is adjusted when appropriate and potential over-expenditures are avoided. Meet with departmental chairs and managers on the financial status of their assigned budgets. Prepare and submit all budget revisions, as needed. Provide budgetary training to departments, as needed. - Monitor grants and contracts financial reports to ensure adherence to planned program expenditures. Monitor financial reports for MSC UA Foundation funds, Loan funds and Agency funds for correct revenue income posting and planned program expenditures. - Reconcile fund balances, implement budget revisions, and correcting JVs as necessary. Monitor MSC Capital fund and supplemental Capital fund.Essential
20FINANCIAL STUDIES - Respond to all requests for analytical fiscal studies and analyses solicited from local, university, state, and other external agencies regarding MSC budgetary status. - Develop and prepare comprehensive and informative analysis of budgetary information by evaluating the recipients' needs, determining what information is required, developing an appropriate format for presenting data, and determining the appropriate sources for gathering the required data. Examples for reporting requests and requirements include: UAA Planning and Budget Advisory Council (PBAC), Annual Performance and Annual Financial reports, MSC Component Summaries, Accreditation self-studies, Matanuska-Susitna Borough presentations, Economic self-studies and misc other studies and presentations, as required and requested. - Prepare and submit monthly MSC Reports for Business Services departmentEssential
20PLAN, IMPLEMENT, DIRECT, AUDIT, AND EVALUATE A COMPREHENSIVE PROGRAM OF FINANCIAL SUPPORT FOR MATANUSKA-SUSITNA COLLEGE (MSC). STRATEGIC PLANNING - Assist and support executive management with short and long term institutional strategic planning, needs assessment, and program evaluations to ensure assets are strategically directed for maximum return. Assemble and analyze historical financial data, identify trends, and provide projections to enable better decision making. - Track and report on MSC's planned vs. actual strategic resource allocations and link to MSC's strategic plan and accreditation core theme objectives and outcomes. Update financial performance metrics and compare data and outcomes to peer institutions. - Follow national best practices addressing current challenges and emerging trends for two year Colleges for more informed and effective advising to executive management. Receive news and updates from the federal and state government funding agencies, higher education publications, and other sources. - Serve as financial advisor for development events and activities or grant/contract opportunities directed towards promoting and providing external financial support for the College. - Serve on MSC Executive Leadership Team. 5BUSINESS SERVICES AUDIT - Direct and ensure by procedural development and audit that MSC Business Services departmental transactions are performed in compliance, are auditable, retrievable and that adequate controls exist to maintain security of UA assets. Functions include Budget, AP, AR, Property, Travel, Procurement, Grants/Contracts, Human Resources, and Bookstore. - Prepare, participate and respond to all internal and external audit requests including grant and contract agency audits.Essential

The Director of Business Services oversees the accounts payable, accounts receivable, procurement, bookstore, copy center, grants and contracts, travel, payroll, and human resources functions of Mat-Su College.  The person in this position also projects revenues and expenses for the campus, provides financial reports, participates in audits, and works with the Campus Director and other College personnel to develop and maintain the College’s budget in accordance with University of Alaska policies. 

Mat-Su College is a community campus of the University of Alaska Anchorage. The campus is located on 951 acres in the Matanuska-Susitna Borough, the fastest growing region of Alaska. We serve as a major higher education hub for the communities of Wasilla and Palmer. Our student-friendly campus offers small class sizes and state-of-the-art facilities, including paramedic classrooms with a fully equipped ambulance bay, updated science labs, and a 520-seat performing arts theater. The campus has an annual operating budget of over $10,000,000 and serves approximately 1,300 students each semester.

 

Required Knowledge/Skills/Abilities:

Position requires extensive knowledge and working experience in:

Strategic planning for educational institutions including revenue/expense forecasting and/or modeling

Developing, maintaining, monitoring, forecasting, analyzing, and reporting on operational budgets

Internal and external financial audits

Personnel management with ability to provide effective leadership

Strong oral and written communication skills

Computer skills including word processing, spreadsheets, and databases

Ability to develop and modify goals, objectives, procedures, and projections in response to changing policies, regulations, financial resources, or needs assessment

Ability to work positively and effectively with auditors, the college community, public officials, and the public at-large.

Must be a team builder who is highly motivated and a self-starter with a commitment to service and support of the college mission.

 

Preferred Knowledge/Skills/Abilities:

Knowledge and working experience with:

Governmental/non-profit fund accounting

The University of Alaska's fund accounting structure, accounting principles and major administrative processes

The University of Alaska's NCHEMS, organization, program, and account codes structure

The University of Alaska Anchorage strategic planning and accreditation process and the connection with UAA community campuses

The University of Alaska's personnel management policy and procedures

Banner Finance, Banner HR, & Banner Student

Report generation via UA Banner, UA QMenu, UA TOAD

Alternative funding via grant proposals and fundraising

Required Experience, Education or Training:

  • 3 years supervisory experience.
  • 4-6 years experience in an accounting field, preferably in governmental/non-profit fund accounting.
  • Bachelors Degree in relevant field is required. Advanced degree is preferred.

This is a full-time, Grade 81, minimum $64,210 yearly, DOE, 12-month position complete with a competitive salary and UA employee benefits package
