The Signers’ Business Office (SBO) handles the Fiscal and Human Resources needs for over 40 departments in the Chancellor's Office, the Provost's Office, General Studies, Student Affairs and the Institute of Agricultural, Natural Resources and Extension. This position specifically handles the management of the Fund 1 (state appropriation, U of A receipts, ICR and Intra-agency receipts).
100 Overview unrestricted fund activity and assist operating departments with budgeting, financial reports, financial planning, and ensure compliance with applicable rules, regulations, processes, and policy and procedures.
Provide fiscal management for assigned units. Interpret and apply institutional, state and federal fiscal policies. Participate in the development of fiscal systems and procedures for the department and assist with long-term strategic planning.
Develop unit annual budget as well as individual project budgets in cooperation with directors. Analyze profit/loss for SSLL courses, programs and projects. Develop reports to use in short and long-term budget management and program planning. Assist directors to forecast future expenses and resources necessary to determine allocation of funds for operations, program development, travel awards, tuition awards, department revenue sharing, etc. Work with directors to develop a plan to utilize carry forward funds and to meet requirements for central pullbacks and deficits.
Process routine fiscal paperwork, such as journal vouchers, labor distribution changes, representational allowances and budget revisions.
Compile, research, analyze, prepare and submit reports to Financial Services such as the monthly management report, annual continuation budget, compliance reviews, annual deferral (a process unique to SSLL), and other required reports. Essential
Extensive knowledge of spreadsheets, relational databases, and query development necessary for financial, budget and statistical analysis. Knowledge of accounting theory and generally accepted accounting principles, GAAP. Ability to analyze and implement process improvements. Knowledge of rules and regulations associated with operating budgets.
Two years professional fiscal experience or equivalent.
REQUIRED EDUCATION OR TRAINING:
BA or BS in accounting, statistics or related field, or an equivalent combination of training and experience.
