Position Summary:

The Kuskokwim Campus is recruiting for a Fiscal Manager! As the Fiscal Manager for the CRCD Kuskokwim Campus you will manage and oversee a budget of 4.7m+, manage grants and contracts, serve as Chief Financial Advisor to KuC Director, prepare management reports and fiscal year-end continuation budgets, and supervise fiscal office, Cultural Center and Consortium Library staff.

Duties:

10Guide and manage staff in all fiscal related departmental processes to include providing fiscal support and training for business office, Cultural Center and Consortium Library staff. Plan, direct, coordinate and review the work plan for fiscal, Cultural Center and Consortium Library staff; assign work activities, projects and programs; review and evaluate work, methods and procedures; meet with staff to identify and resolve problems. Select, train, motivate, and evaluate fiscal, Cultural Center and Consortium Library staff in assigned area, provide or coordinate fiscal training for staff, work with employees to correct deficiencies. Serves as point of contact for the CRCD Academic and Administrative Affairs Manager to assist in all payroll and HR related functions.Essential

10Signature authority for campus budget revisions, labor redistributions and journal vouchers for both F1 & F3 funding sources. Oversee purchasing and travel functions. Serve as Approving Official for unit Pro-Cards and unit Travel Cards; perform monthly audits of all card activities. Authorize budgets, change orders and determine and authorize funding sources for same. Review other various campus contracts to include fiscal related Memorandums of Agreements, Memorandums of Understanding, and other miscellaneous agreements to ensure compliance and submission for appropriate signature authority.Essential
15Assist Director, faculty and staff with grants and contract administration to include pre and post awards such as proposal preparation, budget calculations, submission, management and reporting. Advise on UA and agency policies, procedures, rules and regulations. Provide accurate detailed information on expenditures, available balances, and agency restrictions on use of funds. Tracks grant/contract expenditures through completion. Provides current and historical fund data; compares account balances with budget limits and prepares variance reports. Researches accounts to provide the best possible solution in regards to customer questions and concerns. Set up/review and monitor matching and cost-sharing accounts.Essential
5Serve as an integral part of the KUC Advisory Council and management team. Assist in the development of short and long range strategies for the campus.Essential
50Serve as Financial Advisor to KuC Director on daily operations including fiscal and facilities-related issues. Provide primary management of $4.7m+ budget including tuition and fees, state appropriation, grant and contracts, Sackett Hall auxiliary/dorm, Yupiit Piciryarait Cultural Center Auxiliary expenditures and revenue, Consortium Library budget, match, and designated funds. Manage all fiscal-related functions for KUC. Prepare management reports and fiscal year continuation budgets. Prepare other financial status reports at the request of the KUC Director. Provide financial analysis of information that is gathered/received. Ensure compliance with internal and external funding and reporting requirements. Assign costs associated with fiscal activities. Assist with current and future revenue and expenditure projections. Allocate resources necessary to meet campus needs. Oversee foundation and program income accounts. Implement internal KUC fiscal policies and procedures. Recommend and assist in the implementation of fiscal goals and objectives. Coordinate, maintain, and monitor campus Functional Use (Space) Survey, building leases, and equipment inventory.Essential

This position coordinates and maintains campus Functional Use (Space) Survey, building leases, and equipment inventory. A BA or BS in business, management, accounting, or related field, or an equivalent combination of training, education, and experience are required.

Knowledge, Skills, Abilities:

Thorough knowledge of the principles and practices of governmental budgeting and accounting (or similar.) Advanced analytical experience using sophisticated, integrated financial management systems. Advanced knowledge of and experience with computerized financial accounting systems, preferred.

Required Experience:

Three years experience as a fiscal professional, or equivalent. Two years of sponsored program (Grant) budgeting, grant management, and/or fund accounting experience Advanced experience in budgeting. Previous supervisory experience.

Required Education or Training:

BA or BS in business, management, accounting, or related field, or an equivalent combination of training and experience.
