Position Summary:

We are recruiting for two Administrative Professionals to perform Project Management for the UAF Geophysical Detection of Nuclear Proliferation (GDNP) University Affiliated Research Center (UARC). If you have extensive DOD contract execution and project management experience this is a great opportunity to join our growing department. This position is funded with a blend of several current and soon to be contracts. You will have the chance to work directly with researchers, staff, and Defense Agency Program Managers. 20Systems Development and Technical Projects: Work with Geophysical Institute (GI) and UARC staff to develop tools and processes to increase efficiency and productivity. Act as a technical liaison between customers and UARC teams to maximize communication and identify opportunities for improvement. Analyze and test new and existing platforms for project management. Analyze new and emerging technologies to continually improve UARC operational management. Work with UARC teams to identify and implement best practices and Standard Operating Procedures (SOP's) with the customer in mind. Professionally document current processes and systems and communicate that to UARC teams effectively. Provide cross training to Faculty/Staff and UARC teams. Consistently produce high quality work products. Maintain accurate task information. Skillfully collaborate with others. Participate in UARC team meetings to provide strategic and organizational guidance. Consistently meet deadlines and effectively manage time.Essential
80Geophysical Detection of Nuclear Proliferation (GDNP) University Affiliated Research Center (UARC) Project Management: Responsible for meeting GDNP UARC contractual deliverables. Ensure all GDNP UARC teams are meeting contractual required deliverables within their deadlines. Draft, complete, and ensure quality control of GDNP UARC proposals, reports, and deliverables. Appropriately use resources to track and document project progress, and communicate status with GDNP UARC leadership Document projects and lessons that were learned as part of project closure. Take steps to implement lessons learned. Coordinate activities to meet deadlines. Expertly keep multiple assignments progressing forward, across multiple teams. Communicate GDNP UARC project progress and needs to all appropriate persons involved. Act as a conduit of information between GDNP UARC teams and their customers. Work independently to push forward GDNP UARC projects. Work with GDNP UARC staff to manage deliverables using project management software such as Asana. Use effective interpersonal skills in oral and written communications at all times. Offer feedback to GDNP UARC teams in a professional manner. Prepare for detailed discussions in meetings with leadership. Keep GDNP UARC leadership informed of the pertinent information for all projects.Essential

This position will be physically located at the UAF campus in Fairbanks, Alaska.  While there may be a current opportunity for remote work, the successful finalist will be expected to report to duty at the UAF office no later than 60 days from written notice provided by the university.


Knowledge and demonstrated understanding of project management, planning, strategy, operations, financial analysis, and management.

Knowledge of the range of applicable laws and regulations, especially U.S. Government Federal Acquisition Regulations and associated policies.

Thorough knowledge of the principles and practices of governmental contract management and overall project management.

Knowledge of all facets of general university policies and operational practices.

Ability to present ideas and solutions in nontechnical, business-friendly terms and translate ethical, legal, and compliance concepts.

Ability to develop and deliver presentations.

Highly developed administrative management skills.

Ability to communicate reporting requirements to lower and upper level staff.

Ability to supervise and train assigned staff including organizing, prioritizing, and scheduling work assignments, employee development, and performance management skills.

Ability to foster a cooperative work environment.

Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.

Ability to communicate and interact with officials at all levels of Government.

Ability to analyze, interpret, and write contract language.

Ability to adjust budgets and provide contingency plans due to changing resource allocations.

Ability to develop plans and implement short- and long-range goals.

Ability to exercise good judgment in appraising difficult situations and in making appropriate contractual decisions.

Demonstrated ability to use independent judgment to address varied situations and complex problems.

Ability to recommend and implement actions for improvements to current processes.

Knowledge of financial requirements, and contract compliance under the Task Order contract structure.

Extensive project management skills are required in establishing policies and procedures in support of the administration of organization under the Government contract.

Skill in budget preparation and fiscal management.

Ability to develop complex reports.

Expert ability to forecast and provide scenario analysis for GDNP UARC Management.

Ability to supervise staff and provide training to a wide variety of employees in the areas of finance, travel, grants and contracts, and procurement. Serve as an expert resource for GDNP UARC faculty and staff.

Ability to exercise independent judgement and utilize problem-solving skills.

Required Education and Experience: 

Master’s Degree in a business, legal, general management, social sciences discipline, or related field and 5 years of professional management experience in; project management, planning and forecasting, contractual risk management, meeting facilitation, and/or project management methodologies.

All applicants must be able to meet requirements for access to classified information, subject to a government security investigation.

Applicants with the following experience will be given preference:

-5 or more years’ experience directly related to the duties and responsibilities specified. This must include specialized experience in senior contracts, human resources, and general administrative management.
-5 or more years of line management/supervisory experience.
-5 or more years of responsibility, accountability, and authority for operating budgets in excess of $1,000,000 annually.
-Knowledge of contract compliance under the Task Order contract structure.
-Extensive organizational management skills in establishing policies and procedures in support of the administration of organization under the Government contract.
-Proven leadership, collaboration, and communication.
