Position Summary:

The HR Systems Manager will report directly to the HR Director of Operations as a technical subject matter expert for building, maintaining, and optimizing our HRIS platform. This position will lead HRIS work teams to ensure a high level of compliance and customer satisfaction for our end users. This role will develop, execute, and champion the reporting and analytics strategy that will provide actionable, proactive metrics.


100Develop long-range plans to resolve and improve system deficiencies. Collaborate with key stakeholders, upper management, functional users and programmers to implement plans and goals. Oversee management of internal resources to ensure the maintenance and help desk functions continue uninterrupted. Assess, design, and implement process improvement initiatives. Understand and train functional users and HRIS staff on the underlying database elements needed for report generation. Assign adhoc reporting requests to HRIS staff giving assistance as needed to define scope and data elements of the reports. Ensure that all HRIS processes and procedures adhere to all applicable HR principles and government regulations. Identify best practices and implement principles in all implementation projects. Identify best practices and advocate sound HR and system principles in all aspects of process and procedure improvement. Train and assist staff in recognizing and implementing improvements. Oversee management of all testing and implementation of software upgrades, regulatory changes, and new programs. Prioritize projects based on customer needs and regulatory requirements. Assign HRIS staff projects to assure that progress is made in long-term department goals. Communicate system changes to campuses. Coordinate with campuses, HR programmers, vendors. Analyze and monitor compliance with applicable regulations, university procedures, and legal requirements. Research and implement best practices for managing data integrity. Train and assist HR team to identify potential risks due to a loss of data integrity or inconsistent processes. Train HR staff on customer service ensuring that the needs of internal and external customers are being met. Develop relationships with campus HR leadership, cross-functional leadership, and HRIS teams in other university systems. Resolve politically sensitive or complex situations. Identify system service needs and develop processes to meet those needs. Represent the university to the public in explaining and defending university policies and plans. Manage and coordinate cross-functional team meetings and identify and involve the appropriate departments and/or personnel. Research and analyze new software, software enhancements, computing tools, and new technologies. Recommend application of these tools for process improvement and automation to upper management. Lead large, complex projects. Identify stakeholders, impact, resource requirements, and timeline. Work with stakeholders on communication and implementation plans. Lead large scope projects using the request ticketing system as the task manager. Monitor tasks and coordinate completion with HRIS, EAS, and other functional areas as needed. Assign new request ticketing system tickets to HRIS staff. Oversee the implementation and ongoing management of the service center core enabling technologies including case management, knowledge base, telecommunications, and electronic records management. Partner with the Information Technology team to effectively manage HR systems. Oversee the system reporting of all HR tools, including the data warehouse. Lead the planning and deployment of system upgrades, including the scheduling of key activities and communicating of system downtime to appropriate parties. Establish partnerships with 3rd party vendors to ensure effective service delivery. Manage security administration by creating and maintaining existing security roles and providing new user access to different components of the tool. Perform other duties as assigned.Essential

The successful applicant will provide guidance and direct support for production environments, future enhancements and deployments related to HR technology enablers. The right person for this role has a collaborative and influential leadership style as they will be working closely with internal and external stakeholders and will have the ability to think creatively about solutions and balance the business needs with system capabilities.

This position may be filled in Anchorage, Fairbanks, or Juneau. Remote work is also an option for this position. 

Knowledge, Skills & Abilities:

Requires expert understanding of HR (payroll, personnel, benefits, recruitment, budget) including HR processes, HR theory, and HR compliance
Must have a comprehensive understanding of the University of Alaska system
Computer proficiency and in-depth knowledge with large and complex databases (MS Access, Oracle Data Browser, etc.)
Strong understanding of HR System database design including table structures, functions and processes, and experience with database tools
Requires in-depth knowledge of HRIS systems and how data flows from one platform to another and the possible impacts
Advanced level experience with Microsoft applications including Outlook, Excel, PowerPoint, SharePoint, Project, Word, etc.
Comprehensive understanding of Banner HR, SQL Plus, and Secure Shell
Requires advanced understanding of Lean Six Sigma or other process improvement methodology
Must have knowledge of principles and practices of leadership, management and supervision, training and development, and performance management
Requires advanced analytical and problem-solving skills and innovative thinking
Must have strong cross-functional collaboration skills
Requires strong communication skills and the ability to persuade others, resolve conflict, and understand another's point of view
Requires strong leadership and a high level of skill to motivate teams and create a positive and professional team environment
Must have strong planning and project management skills and be able to work well with stakeholders
Must have strong change management skills
Must be able to understand the impacts of changes to system platforms and plan for impacts on the organization
Must be able to analyze complex problems and develop strategies for resolution
Must be able to prioritize workload of HRIS team
Must be flexible and able to manage an environment of change
Must have a strong ability to visualize how data flows from one area to another and how change can be managed
Must be able to represent the university in public in their area of expertise

Required Experience:

Minimum 4 years progressively responsible experience in Human Resources, Business, or Information Technology fields.

Required Education or Training:

Bachelor's degree in Human Resources, Business Administration, Information Technology, or related field, or an equivalent combination of training and experience. Master's degree preferred. Senior Professional in Human Resources (SPHR) or equivalent certification preferred.
