Position Summary:

The Alaska Satellite Facility (ASF) of the Geophysical Institute (GI) at the University of Alaska Fairbanks (UAF), downlinks, processes, archives, and distributes remote-sensing data to scientific users around the world. ASF's overarching mission is to make remote-sensing data accessible. This has many aspects, including promoting, facilitating, and participating in the advancement of remote sensing in order to support national and international Earth science research, field operations, and commercial remote-sensing applications that benefit society. ASF is committed to providing high-quality data and services in a timely manner. ASF is composed of a Satellite Tracking Ground Station as part of the National Aeronautics and Space Administration (NASA) Near Earth Network (NEN), the Synthetic Aperture Radar (SAR) Distributed Active Archive Center (DAAC) in support of NASA's Earth Science Data and Information System project, and the ASF Enterprise in support of UAF's mission to be a student-centered, research university. ASF is seeking a Product Development Manager with Agile and/or Lean experience to manage and lead our product management. 40Manage the architecture, planning, engineering, development, and/or maintenance of the facility's systems. Keep the ground station equipment, IT hardware, operating systems, custom software, applications, or network systems operational. Evaluate current systems and project future needs for upgrading hardware or software. Make technical recommendations to the Director for functionality, service and support, to maintain organizational viability and vision.Essential
60Manage a group within the facility, including supervision of the staff. Develop annual employee mentoring and work plans. Coordinate staff technical training. Make hiring decisions, evaluate performance, provide staff feedback and administer corrective action when necessary. Support infrastructure and project requirements by planning, organizing, and implementing information technology solutions for the organization.Essential

As one of the leaders of NASA ESDIS’s migration to the cloud, ASF is well-positioned to explore new technologies and opportunities.  Several ASF project teams are integrated into NASA ESDIS’s Enterprise Cloud environment. The successful candidate will be expected to coordinate across internal ASF teams as well as with NASA project leaders to ensure teams deliver products that align with both ASF and NASA strategic goals.  Additional duties may include:

  • Manage and supervise technical staff, including hiring, mentoring, discipline, and tasking

  • Manage personnel in a matrixed, DevOps environment

  • Work in an Agile (Scrum, SAFe, Kanban) software development environment

  • Analyze data ingest, processing, and distribution of bottlenecks, failures, and trends

  • Help manage the ASF product line to ensure customer needs are met

  • Coordinate all stages of product development, from initial concept to distribution

  • Ensure that user support is responsive and helpful to internal and external users

  • Ensure that data products are archived and able to be downloaded by the customer

Most of the focus of this position will be coordinating customer and funding agency interests with ASF technical team members. However, some coordination will be necessary with UA and UAF administration to develop new policies and procedures in order to balance client satisfaction with university considerations.  External facing duties of this position include working

in conjunction with the ASF Leadership Team to proactively manage and grow relationships with funding agencies and partners; develop short and long-term strategic plans, and creating a proactive agenda and the corresponding budget to meet those plans.

Candidates must be self-starters, detail-oriented, and capable of working within a dynamic, results-oriented environment. 

Required Knowledge, Skills, and Abilities:

  • Personnel management and supervision in a complex matrixed, multi-project environment.

  • Human resources experience: recruiting, hiring, termination, workload, performance monitoring. 

  • Budget management and analysis.

  • Supervise employees who design, purchase, operate, and maintain enterprise-class systems such as high availability: Linux server clusters, Virtual Machine hosting infrastructure, Storage Area Networks, Local Area Network equipment, security systems, and AWS cloud environments. 

  • Support proposal preparation for projects, including time and effort estimating, budget preparation, and narrative writing.

  • Manage the operation of a high-performance computing and IT facility.

  • Manage complex, mission-critical projects involving external stakeholders, software development, and equipment deployment in a timely manner.

Required Education and Experience:

  • Master's degree in IT or other related field and 5 years experience or an equivalent combination of training and experience.

  • Supervisory experience leading programming, help desk, project management, or system administration technical staff.

  • Fiscal management experience in a complex, multi-project team environment.

  • Human resources experience: recruiting, hiring, termination workload, performance monitoring.

  • Successfully submitted project proposals and then executed the work.

  • 5+ years experience in one or more of the following: IT management, systems engineering, software development, software project management, software deployment, software quality assurance, enterprise IT systems administration, or IT operations.
