The Central Admin Fiscal Office (CAFO) handles the Fiscal and Human Resources needs for the Chancellor's Office, the Provost's Office, General Studies and their associated departments and Cooperative Extension and AFES. This position specifically handles the management of the Federal Formula funds/Capacity grants for CES and AFES and required match funding.
Applicants will be subject to skills testing.
15 Provide financial guidance on all federal and state fiscal policies and an accurate cost analysis, in consultation with the Executive Officer, to the Dean/Director, Department Chairs, and Principle Investigators. Act as a liaison between UAF Office of Grants and Contracts Administration, Statewide (University of Alaska) Cost Accounting and USDA NIFA offices. Essential
15 Set up and maintain federal appropriations and fiscal files. Review appropriate CES/AFES faculty, staff, and temporary employee contract letters for accuracy of accounts, budget and dates as relates to capacity grant funding.
Work cooperatively with unit HR technician to ensure bi-weekly payroll and labor distributions are set up correctly. Weekly review of Procard charges to ensure allowable charges on grant funds.
Research and final approval on departmental journal vouchers for grant corrections, labor reallocations and budget revisions and provide 60 day cost transfer memos as needed.
Back up for IANRE (Institute of Agriculture, Natural Resources, and Extension) Fiscal Officer as needed. Other duties as assigned. Essential
70 Responsible for projecting and managing the annual budget of the land-grant federal appropriations and match for USDA Smith-Lever, Hatch, Hatch Multistate and McIntyre-Stennis capacity grants and other formula funds to include RREA, EFNEP and SNAP-Ed for the University of Alaska.
Work with Project Directors to ensure projections are accurate and each formula fund grant is expended as appropriate, while adhering to the policies and regulations of the university and outside funding agencies. This activity includes an increasing number of team projects (multi-unit, multi-institution).
Develop, direct and prepare financial reports for external constituents, Executive Officer, Director of CES/AFES and UAF Financial Services. Summarize financial information in a meaningful format to be used in projecting and long term planning.
Prepare multiple federal financial reports throughout the year for funds with 2 to 5 years of funding activity at any given time, based on the federal fiscal year (Oct to Sept).
Manage 1:1 match accounts for Smith-Lever, Hatch and McIntyre Stennis funds, on the state fiscal year (July to June).
Preparation of continuation-level budget for restricted fund authority. Develop and manage grant project budgets via budget revisions and management reports. Coordinate preparation of journal vouchers, labor redistribution, org/fund mis-match corrections and year-end adjustments to accurately cost all activity. Essential
Requires proficiency with financial operations, automated accounting system(s), word processing, creation and manipulation of spreadsheets, querying of data base information, and financial reconciliations.
Must possess a high level of analytical/problem solving skills and professional oral/written communication skills (spelling, grammar, composition).
Must have knowledge of generally accepted accounting practices (GAAP), accounting regulations, and restricted fund cost accounting standards.
Ability to work independently and productively as a congenial team member.
Skill in organization, time management, dealing with the public, and attention to detail.
Knowledge of the US Land Grant system, and the laws/regulations that govern the receipt of Federal Formula Funds is helpful.
A minimum of 2 years progressively responsible professional fiscal experience required and grants/contracts with a background in federal formula funding preferred.
Typical Education or Training:
Bachelor's degree in Accounting, Business Management, or related field with substantial accounting coursework or an equivalent combination of training and experience in fiscal management, government, university, grants and contracts is required.
