Position Summary:

The University of Alaska Anchorage (UAA) Business Enterprise Institute (BEI) mission is to develop and diversify the economy of Alaska. The UAA BEI vision is to position the University of Alaska as the “go to” business and industry partner, able to address business needs across all spectrums of business size and scope. The UAA BEI links economic development programs across the UA system and supports businesses and entrepreneurial capacities across Alaska. BEI provides a platform for high-level consultancy between industries, the business community, and the University of Alaska. The UAA BEI consists of the following centers: Alaska Small Business Development Center (SBDC); University of Alaska Center for Economic Development (CED); Alaska Manufacturing Extension Program (MEP); Alaska Procurement Technical Assistance Center (PTAC); Technology Research and Development Center of Alaska (TREND); Alaska Cooperative Development Center (ACDC); Center for Corporate and Professional Development (CCPD); Applied Environmental Research Center (AERC); and Center for Strategic Partnerships and Research.

Duties:

10%Fiscal Staff Supervision & Mentorship •Provide direct supervision to Professionals and/or Technicians, including goal setting, review and evaluation, progress reporting, and handling labor relations issues. Consult with RA Lead Manager, Shared Services HR and UA System HR as appropriate. •Provide guidance to staff in the researching and resolution of complex fiscal and regulatory compliance problems, including the interpretation of federal, state, and local granting agency regulations and how they align with UA Board of Regent's policies as well as the UA SW Accounting manual. •Train and mentor Fiscal Professionals and/or Technicians on all aspects of their job duties with an emphasis on financial accounting, grants and contracts accounting, fiscal analysis, budget management, and inventory controls processes), including how to effectively mentor and train subordinate Fiscal Professionals and Technicians. •Be able to demonstrate fiscal knowledge through appropriate mentorship.Essential
10%Post-Award Management •Coordinate and initiate post-award management activities as derived from interactions with unit leaders and principal investigators. Activities are primarily fiscal in nature but may include coordinating a request for hire of personnel and approving fiscal allowability, initiation of cost transfers (e.g. LR, JV, etc.), creation of sponsor requests, budget development for funding modifications and revisions, effort certification, travel authorization and expenditure planning, participant and research support payments, etc. •Engage in project execution with the principal investigator based on financial and programmatic guidance including assistance addressing compliance with federal, state, local, and private statues, regulations, and/or conditions identified in the contract and the scope of work. •Delegate or perform internal processes necessary for completion of the post-award management fiscal task and address or coordinate how to rectify issues that may arise throughout execution process in other university offices.Essential
10%Process Development/Improvement and Training •Assist in development of and implement changes in the array of fiscal and proposal development services offered by the Unit according to opportunity, need, customer demand, and trend analysis. •Support continuous process improvement efforts within the team inclusive of stakeholder feedback. Implement process changes that result in improved efficiency, internal controls, and customer service while adhering to federal, state, and local regulations. •Provide training & mentorship to subordinate Research Administrators regularly and on an as-needed basis. This may be on a 1-to-1 basis or in groups.Essential
10%Proposal Development •Identify and distribute potential funding opportunities to appropriate constituents. •Engage from idea inception to proposal completion with the principal investigator providing primarily financial and regulatory information but may include programmatic guidance and assistance addressing compliance with federal, state, local, and private statues, regulations, and/or conditions identified in the solicitation and the scope of work. •Delegate or perform internal process review of fiscal information necessary for submission of proposal package to the Office of Sponsored Programs and address or coordinate how to rectify proposal issue prior to submission to the sponsor.Essential
20%Primarily Sponsored Unit Fund Accounting & Strategy •Interpret policies (typically fiscal) and monitor work processes for compliance with all applicable federal, state, university, and contractual/agreement bound rules and regulations. Address areas of non-compliance and advice and recommend courses of action to mitigate financial liability and harm. •Guide, review, and strategize monthly with unit leader for their units externally funded projects and coordinate with unrestricted accounts as related. Utilize a monthly financial and programmatic report or similar documentation to guide discussion. •Prepare unit management reports for submission to the appropriate reporting unit after adequate review with the unit leader and include an analysis of fiscal spending, trends, and strategic recommendations both short and long term. •Act as primary point of contact for the college (or unit) leader and their principal investigators pursuing funding. •Delegate tasks, as applicable, to the subordinate fiscal positions. Review fiscal work prepared by subordinates prior to execution or delivery to the appropriate unit leader or unit of execution (e.g. shared services, central administrative offices, etc.).Essential
30%Sponsored Project Accounting & Strategy •Interpret policies (primarily funding to include cost share and match requirements) and monitor work processes for compliance with all applicable federal, state, university, and contractual/agreement bound rules and regulations. Address areas of non-compliance and mitigate financial liabilities for the University. •Guide, review, and strategize monthly with principal investigators for each of their externally funded projects. Create a monthly financial recon to include labor projections and review programmatic deliverables or similar documentation to guide discussion. •Act as primary point of contact for principal investigators pursuing funding and be able to answer funding and regulatory questions. •Delegate tasks, as applicable, to the subordinate positions. Review work prepared by subordinates prior to execution or delivery to the appropriate unit leader or unit of execution (e.g. shared services, central administrative offices, etc.).Essential
5%Crosstrain with OSP and SS •Support the coordination and assignment of fiscal employees to successfully cross train with offices of common interaction (i.e. Office of Sponsored Programs and Shared Services). •Participate in a cross-training and execution plan with leaders of offices of common interaction to provide as needed coverage.Essential

Knowledge, Skills, Abilities:
  • Advanced knowledge of accounting theory and generally accepted accounting principles (GAAP).
  • Advanced knowledge of rules and regulations associated with fiscal activities.
  • Knowledge of complex spreadsheet and database development, and of computer-generated reports.
  • Knowledge of strategic planning procedures and project management.
  • Knowledge of cost/benefit analysis, budget forecasting techniques, and budget preparation procedures.
  • Knowledge of rules and regulations associated with capital and operating budgets.
  • Ability to analyze and implement improvements.
  • Ability to supervise.
Typical Experience:
Bachelor’s degree in accounting, statistics, research administration or related field and 3 years progressively responsible professional fiscal experience, or an equivalent combination of training and experience. Professional licensure preferred (e.g. CPA, CFM).

Salary Information:

This is a full-time, term-funded, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 80, based on education and experience.
