The International Arctic Research Center (IARC) seeks a dynamic Fiscal Manager. This position is critical to the infrastructure of the IARC. This position will work closely with the Executive Officer. Come and take part in the growth of an exciting and dynamic team!
- Acts as a supervisor for Fiscal Professional, Fiscal Technician and Administrative Generalist responsible for travel/purchasing, payroll, restricted fund accounting, and restricted fund post-award management.
- Provides technical support and training as needed.
- Coordinates and prioritizes business office workflow to ensure efficiency and timeliness of all travel, payroll, purchasing activity and restricted fund accounting for the Center.Essential
25Budget Management and Development:
- Develop, prepare and manage all budgets and accounting for the IARC.
- Compiles and prepares monthly management reports and other financial reports as needed in support of administrative oversight and budget planning.
- Prepare annual continuation budget for the Center to include the projection for all operational expenses, payroll and revenues including indirect cost recovery.
- Prepares budget revisions as needed.
- Requests and verifies reports prepared by subordinates.
- Assist the Executive Officer and Director with budget analysis and forecasting.
- Oversee and manage the submission of all IARC related proposals.
- Prepare and coordinate proposal budgets.
- Assist research staff with the status of currently funded research projects.
- Assist in negotiations of contract awards; help to process subrecipient awardees budget revisions/changes in scopes of work.
- Manage all active grants and contracts to ensure administrative and financial compliance with appropriate University, State, Foreign and Federal regulations.
- Monitor all grant and contract activity for compliance, ensuring expenditures are occurring in a timely manner based on proposed and awarded scope of work.
- Work with the Office of Grant and Contract Administration to ensure proper and timely closeout of each restricted project. This would include any match requirements, timely submission of required reports and reconciling any cost overruns.
- Develop and monitor office policies, procedures, and standards to ensure compliance while ensuring optimal services for all IARC faculty, staff, students and visitors.Essential
- Monitors fund activity and accounting on a regular basis.
- Coordinates successful methods for monitoring and maintenance of Institutes funds with particular attention to payroll (including reconciling to faculty workload) and project expenditures (to reduce overruns).
- Responds to/initiates financial inquiries relating to state appropriations and restricted fund management.
- Oversees the management of all grants and contracts issued to the International Arctic Research Center (IARC) and manage all contracts issued by the IARC to outside institutions.
- Signature authority on financial documents including JV's and budget revisions, verifies cash deposits and petty cash. Identify and reconcile diverse accounting problems.
- Coordinate with staff at the GI and other campus departments as point of contact with funding agencies; coordinate closely with other business departments at UAF as well as funded subrecipient business departments, as necessary; classify and resolve pre-award/post-award issues; maintain current and accurate financial and management records.
- Review all purchasing requests and audit departmental credit card purchases for compliance with UAF Policies and procedures to include correct application of the SW accounting manual, policies and procedures as well as Federal regulations as they may apply with OMB circulars.
- Responsible for routine financial operations of the Center and may be delegated signature authority for routine business matters during Executive Officer's absence. Develop, implement and monitor effective procedures including fiscal year closeout.Essential
|Knowledge, Skills, Abilities:
||- Advance knowledge of OMB Circulars and how they apply to the management of federal grants and contracts.
- The ability to analyze complex financial information using a variety of software to include Excel, Banner, DSD-Qmenu and QAdhoc, Vista Plus and Data Browser.
- Financial planning analysis, independent judgment.
- The ability to supervise and manage department resources to maximize efficiencies.
- The ability to communicate effectively using written, electronic and verbal skills.
- Familiarity with UA policies/regulations, accounting principles, confidentiality, restricted and non-restricted fund accounting, supervisory skills.
- The ability to represent the interests of the Center in the absence of the Executive Officer.
- Knowledge of and experience with the creation of complex spreadsheet and database development.
- Query development specific to financial or budget analysis.
- Knowledge of accounting theory and generally accepted accounting principles.
- Knowledge of fiscal related rules and regulations, and the ability to interpret and apply those rules and regulations.
- Ability to analyze, visualize and implement improvements beneficial to the IARC.
- Knowledge of grants and contracts for both federal and state-sponsored projects, as well as those associated with capital and operating budgets.
- The ability to prioritize and manage an ever-changing workload.
- Ensure a high level of accuracy.
- Knowledge of Banner including Procurement processing and Human Resources.
Demonstrated working knowledge of financial accounting systems.
Working knowledge of GAAP, CAS, OMB circulars and Statewide Accounting Manual

This is a full-time, 12-month, exempt staff position complete with both a competitive salary and full employee benefits package. New hires will be placed on the UA staff salary schedule, Grade 80, based on education and experience.
