Position Summary:

The University of Alaska Fairbanks is inviting applications for the position of Director of the Office of Grants and Contracts Administration (OGCA). This position is responsible for the management of the OGCA and to ensure funding compliance with all State, Federal, and private funding agencies covering a broad spectrum of research grant and contract activities. OGCA is UAF’s centralized office for research administration and employees handle activities throughout the project lifecycle from inception to closeout. 15Supervision: Provide day-to-day supervision of exempt and non-exempt staff. Responsible for a thorough understanding of personnel policy, grievance procedures, evaluation of administrative and professional staff. Manage staff selection, evaluation, supervision, and performance management. Develop, maintain, and ensure availability of training opportunities for university staff and faculty, enhancement of customer service skills, and engendering teamwork and a strong sense of task ownership. Responsible for budget planning, development, and monitoring of departmental budget of approximately $1M annually.Essential
20Award Administration: Serve as authorized university representative with signature authority in support of sponsored projects, including research, professional services, non-personal services, supplies and equipment. Authorized to commit the university to major expenditures and obligations. Serve as the primary UAF resource for award administration and the resident authority for contracts and public assistance awards. Serve as the expert resource for UA Procurement and Contract Services for grants subaward compliance. Liaison with campus partners to develop post-award training procedures and process enhancement to assure effective and efficient management and fulfillment of research goals.Essential
30Financial Reporting: Ensure required and requested financial reports are submitted in a timely manner, create/generate financial reports for analysis. Manage sponsor invoicing and monitor accounts receivable and billing status, follow-up to minimize uncollectable or unrecoverable revenue. Administer the allowance for doubtful accounts in coordination with the UAF Vice Chancellor for Administrative Services. Initiate appropriate internal controls. Contribute to the ongoing improvement of workflow, current practices, business processes, and policy. Ensure accuracy of project cost share requirements, including the source, amount, and authorized signatures of committed cost share. Ensure effort certification records are current and compliant.Essential
30Operations Management: Responsible for the management of the Office of Grants and Contracts Administration (OGCA) , and for restricted fund accounting to insure essential compliance with all State, Federal, and private funding agencies covering a broad spectrum of research grant and contract activities totaling in excess of $200M; primary point of contact between UAF and sponsor agencies. Determine department mission, vision, and goals. This includes strategic and long term planning, and implementation as well as analysis and interpretation of rules and regulations. Plan, develop, coordinate, implement, and assess policies, procedures, regulations, strategic, and long-range plans that have a system wide impact. Maintain an audit ready status, and respond to findings from frequent formal audits. Provide effective accounting, records management, information management and reporting capability within the university academic and research community, to the BOR and to external agencies and legislative bodies.Essential
5Training, Collaboration: Provide grant and contract management training and agency update clarification information to business and financial officers, department deans and directors, and take the lead in coordinating consistency when possible among the UAF, UAA, and UAS post-award administrative offices. Serve on other committees as appointed by the VCR.Essential

This position will be physically located at the UAF campus in Fairbanks, Alaska.  While there may be a current opportunity for remote work, the successful finalist will be expected to report to duty at the UAF office no later than 60 days from written notice provided by the university.


  • Working knowledge of fund accounting procedures, income, and expenditure accounting.
  • Knowledge of federal regulations governing sponsored programs and sponsoring agency policies, including OMB Uniform Guidance and Federal Acquisitions Regulations.
  • Demonstrated working knowledge with regulatory, legislative, and governing bodies impacting research administration to ensure compliance with applicable laws.
  • Knowledge of enterprise and sponsor research administration systems including, and
  • Expert leadership, negotiations, and public administration skills.
  • Ability to create, implement, assess, and shape the direction of programs and policies based on system needs and strategic, University-level goals and objectives.
  • Demonstrate supervisory experience and fiduciary responsibility; understand federal award management, contract negotiation, and intellectual property protection.
  • Ability to serve a diverse client/customer base.
  • Ability to communicate effectively and professionally.

Required Education and Experience: 

Master’s degree in Accounting or relevant field and six years progressively responsible experience, or an equivalent combination of training and experience. PhD preferred.
