Position Summary:

The Signers’ Business Office (SBO) at the University of Alaska Fairbanks (UAF) is seeking a full-time Human Resources Manager. The SBO provides financial and human resource services and support to UAF faculty, staff, and students. The SBO team assists stakeholders in complying with complex federal, state, and university policies and procedures. Staff work in partnership with the university community to support the broader mission of the UAF. This position will process personnel actions (including hires, changes, and terminations), manage web timesheets and verify payroll, and assist hiring managers and search committees with recruitments for units using the SBO (Approximately 40 units). This position will be physically located at the UAF campus in Fairbanks, Alaska. While there may be a current opportunity for remote work dependent on experience, we are seeking an applicant who will report to work in the office. Duties:

10%Conduct training needs analysis for SBO unit supervisors and employees. With guidance from UA HR specialists coordinate and develop HR training activities. Develop and lead SBO office new employee on-boarding program. Develop in conjunction with UA Human Resources and present informational sessions regarding collective bargaining agreements, fiscal, human resource and payroll policies and procedures.Essential
10%With guidance from UA HR, counsel and advise VC's, deans, directors, program coordinators, and managers on position and performance management. Provide a preliminary review of position descriptions. Provide guidance on the implementation of career ladders in various SBO units. Counsel supervisors and employees on matters of conflict. Serve as a liaison to the UA HR Labor & Employee Engagement team as employee issues escalate.Essential
30%With guidance from UA HR specialists: Counsel supervisors on recruitment strategies for staff, faculty, temporary and student positions. Provide guidance to search committees on hiring/selection best practices to ensure legal compliance with UA Policies and Regulations and state and federal laws. Manage recruitment files. Develop proactive strategies to ensure adequate candidate pools and research techniques to promote and advertise high-demand fields. Research and provide compensation data to VC's, deans, directors, and managers based on internal equity and external market data as a guide for salary placement.Essential
45%Under the direction of the Signers Business Office (SBO) Executive Officer, perform a variety of complex administrative services: Provide expertise to units on HR processes for the Signers Business Office and all units it oversees. Consult with unit leadership on a wide range of human resource programs, activities, and issues as including: Serve as liaison between the UAF Chancellor, Provost, and Vice Chancellor of Student Affairs and others in the UA community regarding UAF personnel matters; keeps them apprised of emergency personnel issues and problems. Ensure proper implementation of UA personnel policy and administrative procedures through SBO units. Accountable for live entry and database management of SBO internal employee/recruitment database. Ensure system accuracy of automated employee databases used in the creation of all employee contracts and personnel actions, provide guidance to departmental administrative staff on the date input. Generate and ensure accuracy of contracts and job forms for all employees (faculty, staff, students, and adjuncts). Oversee all employee contracts and personnel actions. Generate related reports for management review and distribution. Keep SBO units leadership informed of all university procedures, policies and regulations, and the Collective Bargaining Agreements associated with their employees. Act as liaison between SBO and UA Human Resources. Supervise four HR Coordinators who assist faculty and supervisors with recruiting, payroll & personnel services, and create and maintain databases, electronic records, and file management. These staff members also provide support to other units when the units are short-staffed. Total units managed 40+ with 500+ employees.Essential
5%Facilitate and process J-1 and H1B visa applications and renewals for visiting research scholars and faculty position candidates. Review HR Coordinator paperwork prior to submission to the International Programs and Initiatives department.Essential

Knowledge of international visa requirements and procedures.
Working experience with electronic spreadsheets, databases, word processing applications.

TYPICAL EXPERIENCE:

This position requires a minimum of two years of experience in human resources.

REQUIRED EDUCATION OR TRAINING:

Associate's degree or combination of education, training, and experience that meets the position requirements and two years of experience related field. The changing rules, regulations, and procedures require the individual to actively pursue training and professional development opportunities.

Position details:

This is a full-time, Grade 78, minimum $23.84 hourly, DOE, 12-month position complete with a competitive salary and UA employee benefits package.
