Position Summary:

The UAA Budget Office is seeking a talented, customer focused fiscal professional to be our new Budget Analyst. The UAA Budget Office mission is to support the fiscal goals of 15 major budget units at UAA's five campuses: Anchorage, Kenai Peninsula College, Mat Su College, Kodiak College, and Prince William Sound College. The office provides unique expertise, guidance and training to executive management, deans, directors, fiscal managers and department staff.


10Maximize use of software by arranging for training, or training users, interpreting instructions, answering questions. Update department policy and procedure manuals when needed. Act as advisor to the Fiscal Technician. Provide backup during peak periods for journal voucher processing, OnBase payment document scanning, and indexing. Assist Director with special projects related to presentations, workshops and new pilot programs. Prepare training materials for presentations. Keep management informed by reviewing and analyzing special reports, summarizing information and identifying trends. Assist with recruitment and hiring.Essential
40Responsible for initial base budget entry and balancing in Banner Finance and preparation of budget revisions from departmental requests. Regularly provide budget information and assist other departments in interpreting account status. Responsible for budget record maintenance and dissemination of budget information to UAA colleges, schools and departments. Assist departments with trouble-shooting of management reports. Resolve budget problems with Banner Finance budget system. Participate in Statewide Banner and Budget committee meetings. Review/approve journal vouchers and labor redistributions for thoroughness and accuracy prior to processing. Maintain, balance and submit Kodiak monthly management reports for incorporation with campus reports. Generate monthly financial reports from TOAD and Banner Finance. Prepare reports by collecting, analyzing, and summarizing information. Present data by computer readouts, graphs, charts, tables, written reports, or other methods. Coordinate university efforts for various quarterly compliance reviews received from UA Statewide Cost Analysis. Analyze unrestricted fund data to ensure costs are associated with the correct financial activity for financial statement reporting, budget reporting, institutional research, facilities and administrative (F&A) cost calculations, and other management purposes. Distribute to major budget units for correction, consolidate feedback and submit completed UAA response to SW. Engage in discussions with SW for clarification of account/program code usage when needed. Run regular reporting on mismatches between fund/org, org/program code, program code/account code, etc. and coordinate corrections with various departments. Provide training as needed to prevent errors. Provide guidance to units on UAA org and program code structures. Establish new orgs from unit requests and ensure org hierarchy rules are adhered to. Run TOAD ORG rollup report and format into Excel for dissemination to numerous extended sites and departments to identify correct usage of ORG, D-levels, and program codes.Essential
45Responsible for evaluating and researching requests to reallocate labor charges for all UAA campuses. Review to assure validity and enter labor redistributions into Banner HR. Communicate and advise departments on labor charges when necessary in order to assure proper redistribution of charges. Maintain records of all redistribution transactions for audit and research. Responsible for position control in UAA system, consisting of reconciling number of authorized positions, creating new positions, changes to existing positions, salaries, labor pools. Responsible for authorizing position requests received from units researching, maintaining, issuing, and updating regular, term and pooled position control numbers. Responsible for budget and position related entries to Banner HR from job forms initiated by departments and make corrections as necessary. Fiscal Year Job and Budget maintenance for all positions to set up assignments on budget screens reflecting each regular and term position and to assure conformity with authorized PCNs. Database specialist for UAA Position Control Numbers (PCN). Develop and maintain data tables, generate various forms, queries, and reports for current and future projections for budget implementation. Review/approve recruitment and hiring proposal submissions through the system's recruitment system ensuring positions are authorized and have sufficient budget. Return incomplete submissions back to HR and units for correction, when needed.Essential
5Responsible for coordinating, compiling, reconciling and timely submission of the student government budgets for all UAA campuses to the SW Office of Budget Development for the Board of Regent''s review and approval. Maintain and balance UAA agency and student club accounts, reviewing/approving new account setup, budget revisions, labor redistributions and JV''s submitted by the Student Activities department. Provide guidance, training and account status information to Student Clubs staff. Member in charge for UAA gaming. Counsel and ensure clubs, departments and community campuses meet requirements of State of Alaska gaming laws. Disseminate applications for permits; assist with application preparation, ticket requirements, and general information on raffles. Reconcile final financial reports and initiate JV''s to distribute raffle proceeds to club accounts. Compute gaming fee payments, prepare and mail annual gaming permit application and financial statement report to the State of Alaska Division of Revenue and assure gaming permits are current and meet requirements.Essential


In-depth working knowledge of university fiscal policy and procedures and generally accepted accounting principles (GAAP).

In depth experience with university base budget processes. Knowledge of university org, fund, and program code structure.

Thorough knowledge of spreadsheet, database and query development such as used in Banner Finance/HR, TOAD and Excel softwares. Analytic ability to create queries, produce reports, and summarize results for analysis. Proficiency in ability to interpret financial data in order to provide guidance to units. Ability to research, analyze, and resolve transaction problems.

Ability to understand and interpret complex State of Alaska Gaming regulations.

Understanding and application of university payroll procedures.

Excellent interpersonal and written communication skills, including excellent customer service skills and the ability to effectively train others.

Ability to make independent decisions and use sound judgment.

The individual must be a self-starter and possess strong time management and organizational skills to meet competing deadlines.

Excellent data entry skills.


A strong background in accounting, finance, business or related experience varying from 5-7 years is required for the position.


Bachelor's degree in accounting, business, finance or related field and 3 years professional experience, or an equivalent combination of training and experience.


About the position:

The Budget Analyst is a key position in the UAA Budget Office responsible for the daily review, approval, and processing of labor reallocations, budget revisions, journal vouchers, and accounts payable check approvals. This position manages the issuance and revision of authorized position control numbers (PCNs) for all UAA campuses, including daily review of position information on job forms and PageUp, allocating regular and term PCNs, verifying base budget submission and maintaining database files. The Budget Analyst oversees UAA agency student government and club account budget process and is member in charge for UAA gaming, providing process oversight and state reporting. The Budget Analyst is the department specialist on Banner, TOAD and other data and reporting systems, providing regular reports in areas of budget, metrics, management reports, PCN control, org/fund/account/program code compliance and other research. Provides training and assistance to UAA department fiscal technicians in areas of budget, labor reallocations, position control, management reports, agency accounts, gaming, compliance, and other fiscal topics. The Budget Analyst provides daily guidance to the department's Fiscal Technician and is an important advisor to the Budget Director on fiscal issues.  

*This position is a Full-time, Grade 80, ($58,698/yr) DOE, 12-month position complete with a competitive salary and UA employee benefits package.
