Position Summary:

The High-frequency Active Auroral Research Program (HAARP) is currently accepting applications for a Senior Electrical Engineer. HAARP is the world's most capable high-power, high-frequency transmitter for the study of the ionosphere. The operation of the research facility was transferred from the United States Air Force to the University of Alaska Fairbanks in 2015, allowing the Geophysical Institute to continue to operate the facility as an open international observatory for space physics and radio science. This successful Senior Electrical Engineer candidate will have the opportunity to lead remote electrical engineering staff in support of world-class ionospheric research. Diverse and unique responsibilities include technical engineering support for the ionospheric research instrument (IRI), system troubleshooting in the HAARP power plant, and facility inspection and assessment. Extensive and diversified knowledge of engineering principles will be applied daily to both strategic and daily program goals and objectives. Duties:

10- Take proper safety and health precautions to protect the work, the workers, the public, and the property of others. - Ensure safe electrical work practices are followed. - May supervise and mentor electrical engineering student employees.Essential
10- Technical engineering support for maintenance and operations at the HAARP Power Plant. - Troubleshoot systems such as switchgear, relays, metering, control systems, motor controls, VFDs, electric motors, UPSs and power systems.Essential
30- Provide day-to-day guidance, budget development, training and direction to electrical engineering staff, activity, or project through the application of extensive and diversified knowledge of engineering principles, practices and codes, and coordination of projects with program goals. - Facility inspection and assessment, identification, analysis and recommendations on maintenance, energy conservation and/or renewal options; support of facility asset database and maintenance scheduling software. - Development and maintenance of facility records, procedures and design standards. - Troubleshoot facilities systems such as fire alarms, HVAC equipment and control systems, motor controls, VFDs, electric motors, power distribution and lighting systems, UPSs, power conditioners, and generators. - Quality control and operational inspections of electrical subcontractors work for compliance with contract documents.Essential
50- Lead HAARP engineering staff in the maintenance and operation of all Ionospheric Research Instrument (IRI) transmitters, transmitter shelters and systems, and antenna towers and radio frequency (RF) power electronics. - Assist with the maintenance and operation of all IRI control and fiber optic systems and control room computers and electronics. - Schedule and perform both IRI preventative maintenance (PM) and corrective maintenance (CM) activities. - Develop and maintain IRI maintenance quality control process. - Develop and maintain documentation, procedures, checklists, instruction manuals, and software programs for all associated IRI maintenance and repair functions. - Develop and maintain an IRI maintenance management database and schedule. - Ensure compliance with all applicable safety regulations and the site safety plans. - Prepare and submit monthly status reports including, at a minimum, IRI operational status, priorities and schedule, PM and CM activities, safety issues/concerns, documentation status, quality control, and spare parts. - Maintain the spare parts inventory for the HF transmitter and antenna subsystem to allow forecasting of future spare parts requirements. - Identify known deficiencies in facility components, subsystems or site infrastructure that prevents optimal performance. - Oversee diagnosis of antenna faults from array performance analysis and testing using a variety of equipment. - Assists tower climbers in the final isolation of fault from the ground. - Analyzes Programmable Logic Controller (PLC) programming and adjusts as needed for optimum performance for ambient conditions.Essential

Knowledge/Skills/Abilities:

- Extensive knowledge of electrical engineering principles, building, and life safety, codes, regulations, statutes, and technology.

- Thorough understanding of project administration.

- Ability to plan tests to evaluate high-frequency high-power transmitters and antenna array, as well as additional equipment.

- Determine test requirements, oversee equipment modification, and test procedures; oversee testing using a variety of instruments; analyze and evaluate the test results, and prepare reports on findings and recommendations.

- Ability to analyze ‚ÄúProgrammable Logic Controller‚ÄĚ programming and adjusts as needed for optimum performance for ambient conditions.

- Experience providing oversight for the design, documentation, installation, and monitoring of the performance of site fiber optic systems.

- Extensive knowledge of project programming, scheduling, facility design, engineering principles, building, and life safety, codes, regulations, and statutes.

- Ability to set standards and establish procedures for determining test requirements, equipment modification, and test protocols

- Ability to monitor and plan the activities of numerous engineers, electricians, and project managers.

- Ability to communicate effectively in both written and oral forms with employees and customers they support.

- Ability to work with a diverse group.

- Ability to respond and address conflict and resolve issues in a timely manner.

- Proactive ability to identify and resolve issues and challenges

- Knowledge of OSHA and EPA regulations and codes

- Working knowledge of risk management and mitigation principle

- Ability to work in a wide variety of locations and environments, including confined spaces and rooftops.

Required Education and Experience:

Bachelor of Science degree in electrical engineering required from an accredited engineering program. Requires professional registration in the state of Alaska, or ability to obtain PE registration within six (6) months of hire.

Knowledge of computer systems and applications including Windows operating system(s), spreadsheets, word processors, and scheduling and maintenance software.

Requires 10 years of extensive progressive experience including experience in the design of and/or maintenance support of facilities.
