Position Summary:

The University of Alaska seeks an Associate Vice Chancellor of Financial Services to provide leadership and supervision for the core financial operations of the University.

Duties:

10Collaborates with the campus community to develop, maintain, monitor, and administer the financial activities and processes of the University. Responsible for general ledger.Essential

20Participates with executive management in the overall financial long and short-range planning of the university. Serves as an adviser to the Vice Chancellor and other senior university leadership. This position provides financial data and decision making support to entities throughout the University, including the chancellor, vice chancellors, deans, academic departments and administrative units, and actively engages in ongoing communication and collaboration with the other universities and statewide administration in the University of Alaska system.

The position directly supervises the Office of Finance and Accounting, Office of the Bursar and Office of Management and Budget and is responsible for ensuring their services, strategic direction and assignments are consistent with campus priorities and requirements.

The position has broad, university-wide fiscal management responsibilities including oversight of budget implementation, general ledger, debt management, student accounts, auxiliary and business operations including approval of recharge/enterprise rates, accounts payable, cashiering, grants and contracts, and travel compliance. This position works with the UAF OMB to coordinate the development of annual operating and capital budgets for the institution.

The incumbent takes a lead role in managing all internal and external audits/reviews of the institution and serves as the university audit liaison officer. The incumbent serves as the chief records officer for the university and ensures compliance with related retention and maintenance requirements in coordination with the appropriate authority at the system office. The incumbent serves on the UAF and UA Incident Management Team (IMT) as the finance section chief.

About this Position:

This is a full-time, 12-month Exempt, Executive Senior Administrator (EX) position, salary DOE.

This position is designated as a Senior Administrator at the discretion of the president.

Knowledge, Skills and Abilities Needed:  

Demonstrated leadership ability and management experience.

Ability to lead a team or teams which may be internal to the division or across the UAF campuses, or in conjunction with UA.

Broad fiscal management experience with an ability to apply principals to implementation in a financial context.

Strong analytical, investigatory, and problem solving skills.

Strong written and oral communication skills.

Strong service based approach to serve as resource to schools/colleges/institutes.

PREFERRED KNOWLEDGE/SKILLS/ABILITIES:

Knowledge of generally accepted accounting practices, principles and standards (GAAP, GASB, etc.), federal circulars, federal grant and contract regulations, and other federal regulations pertaining to the university operating environment.

Experience working with internal and external auditors, and undertaking risk management.

Experience with enterprise information systems, particularly the functionality, capability and structure of the Banner financial system.

Experience with shared service delivery agreements and plans.

Type and Length of Experience Required for this Position:

At least seven years progressively responsible experience with finance, budget, and policy analysis. A minimum of five years experience in a managerial capacity. Five years of public higher education fiscal management experience preferred.

Education and/or Training Required for this Position:

Graduation from an accredited college or university with a major in accounting, business administration, public administration or closely related field; master's degree preferred.
