This position requires thorough integration with all levels of facility maintenance from administration through procurement, contractors, design and construction to trades-people. The incumbent must synthesize all levels in order to deliver M&O services to each widely diverse site and community. Although the incumbent is able to seek expertise in many fields, they are the primary resource to analyze facility maintenance problems, develop and implement solutions.
This position must be available for after hours and weekend alarm notifications.
15 Maintenance and Operation (M&O): Management of the M&O at each
of the facilities/campuses through site visits and study of construction documents to learn how equipment and systems are intended to function. Examples of systems include architectural (envelope, cabinetry, doors, ceilings/walls/floors), specialty systems (security systems, fire alarms, controls, sprinklers, hazardous materials storage), process systems (refrigeration, high pressure steam, seawater, RO/DI water), plumbing, hydronics, ventilation, electrical systems (power supply and distribution, protective devices, generators/standby systems), custodial and grounds, including snow removal.
Analyze and implement solutions through experience, acquired knowledge, technical abilities and judgement. Use recommendations from systems manufacturers, FS staff, architectural/engineering consultants and regulatory sources. Comply with current codes and regulations including University Policies.
Travel: Site visits to each rural and remote research site one to two times per year. Evaluate M&O program, meet with local staff and contractors and implement work. Coordinate with Maintenance and Operations and Division of Design and Construction (DDC) for ongoing Capital or Deferred Maintenance projects occurring at each campus to maximize oversight opportunities while economizing on travel. 20 Financial Management: Coordinate with and help set priorites for work with M&O Director as well as CRCD Management on the annual M&R budgets for rural sites and M&O budgets for remote research sites. Monitor monthly expenses with regular reports. Analyze budget trends. Plan for annual maintenance or Remodel and Repurpose (R&R) work. Manage soft ledger, review and approve invoices.
Procurement: Develop and manage maintenance contracts with
contractors local to each campus community. Identify contractors that are available. Develop contracts through DDC or University of Alaska Procurement. Issue Contractor Work Orders to address maintenance. Monitor progress on Work Orders and process invoices. Order parts through FS Warehouse. Essential
30 Coordinate Project Planning: Coordinate closely with the DDC project manager assigned to perform capital improvement projects at the rural and remote campuses. Inform project manager of potential projects at each campus. Participate in related DDC planning and construction efforts. Review R&R and Deferred Renewal lists. Develop improvements, recommend programming, review designs and coordinate with DDC on construction inspections.
Evaluate current M&O methods and modify as needed to deliver a high-
level of service within budget and resource constraints. Itemize maintenance and repair (M&R) needs based on site visits and input from users, FS staff, regulatory agencies, and contractors. Prioritize needs and implement selected repairs through FS maintenance shops, work orders, maintenance or construction contracts, detailed written instructions to campus staff, and parts/materials procurement and delivery. Develop and monitor Preventive Maintenance programs in coordination with FS Preventive Maintenance Manager.
Communications: Maintain regular dialogue with rural/remote site administration, maintenance staff, contractors and Facilities Services (FS) departments to successfully manage the rural and remote site maintenance program, identify and solve problems. 35 Provide management and direction for the Maintenance and Operation (M&O) programs at selected UAF remote research sites and UAF College of Rural and Community Development campuses that are specially funded and/or remotely located necessitating unique management practices. Apply extensive and diversified knowledge of institutional building systems, equipment and operations unique to rural Alaska. Apply FS standards and procedures and modify as needed to accommodate remote locations and resources while meeting intent and regulations. Use acquired skills and knowledge to make recommendations and work at the direction of Maintenance and Operations Director. Set short and long term goals, establish priorities, and represent the organization.
Program Management: Assist M&O Director to optimize M&R and M&O programs with UAF administrators through periodic review to insure that services are delivered and budgets are sound. Provide regular reports on budget and work accomplishments/goals. Essential

Advanced computer skills including work processing and spreadsheets.
Extensive experience in small facility maintenance and operations (pumps, boilers, grounds, janitorial, electrical systems, architectural finishes, etc.), experience with small procurement regulations, experience in budget management.
TYPICAL EDUCATION OR TRAINING:
- Bachelors degree in Engineering, Construction or Maintenance Management or related field and five years progressively responsible experience, or an equivalent combination of training and experience.
