50Financial Management, Reporting and Planning: Provide primary management of $46M budget - state, match, recharge, restricted and designated funds - involving multiple, complex working units in the areas of instruction, research (federal, state and private) and public service. Develop budgets and budget revisions, as necessary, crossing two funding allocations; Fairbanks Campus and Organized Research. Develop monthly Management Reports, including expenditure and revenue projections. Develop financial reports and provides analysis to CFOS leadership, advisory councils and others as required. Develop and manage fiscal year-end closeout procedures and create yearly continuation budget. Plan, forecast and analyze financial data for the College. Responsible for the analysis and management of all financial operations for R/V SIKULIAQ activities and programs, including restricted funds and recharge centers. Complete monthly internal financial reporting, quarterly NSF reporting and annual NSF reporting for R/V SIKULIAQ in coordination with CFOS leadership and the Marine Superintendent. Manage other CFOS recharge centers. Responsible for analysis and projection of revenue and expenditure forecasts and detailed communication with the Marine Superintendent and CFOS leadership. Develop and implement internal accounting procedures, as needed. Identify and resolve accounting issues. Determine potential vulnerabilities from an audit perspective, develop recommendations to strengthen those areas in conjunction with the Marine Superintendent and administrative staff, UAF management and audit departments; implement and manage these recommendations. Ensure compliance with internal and external agencies. Manage soft ledgers and financial data in preparation for internal financial statements and close-out reporting. Responsible for the development of fiscal operations, as needed, business and accounting training materials and delivery of training to diverse and geographically disbursed accounting and business operations staff. Design and prepare complex budget models and financial projections utilizing advanced database and spreadsheet techniques. Ensure accuracy and timeliness of financial data, complete accounting transactions to ensure accurate billings to sponsors, track receipt of funding and receivables, and manage all recharge fund close-out procedures. Ensure appropriate internal controls and financial procedures. Build strong working relationships with all constituents, including Principal Investigators (PIs), management and Seward Marine Center programmatic staff. Provide support to develop and improve efficient procedures and use maximize resources while maintaining a high level of accuracy. Participate, as appropriate, in strategic and operational planning of the operation. Provide primary management of all restricted fund monies from external agencies and business operations related to grants and contracts management, including direct supervision of sponsored program staff. Supervise, hire, train, assign and review work, evaluate performance and initiate corrective action for staff and promote professional development of staff. Monitor grant activity and provide management/advice in complex/unusual situations. Ensure closeout of each completed project. Develop cash-flow projections, trend analysis, pricing schemes and expenditure/revenue projections. Develop financial models and budget projections to assess feasibility of financial constructs. Respond to inquiries from the UAF AVC and UA finance & administrative offices regarding financial information & special reporting requests. Additional position details:

The CFOS Fiscal Manager provides primary management of a $46M budget including state, match, recharge, restricted and designated funds.  The position is responsible for the analysis and management of all financial operations for R/V Sikuliaq activities and programs, including restricted funds and recharge (cost) centers.  The Fiscal Manager co-manages all CFOS business operations across various geographic locations and two funding allocations. The position is jointly funded as part of a cooperative agreement with the National Science Foundation.

This position is a Grade 81 (Step 1: $30.56/hr), Salary to commensurate with experience and UA employee benefits package.

Proven record of success in the management of business plans and budget development, including demonstrated financial control and accounting skills, and experience in financial monitoring systems. Ability to interpret and apply federal, state and UA policies and regulations relevant to the College's activities.

Type and length of experience required for this position:

At least four years management-level experience are required, preferably in an academic medical center or research environment; A demonstrated working knowledge of accounting and business practices and procedures. A demonstrated ability to assemble and analyze information for reports and special projects. Experience working with Banner Finance and related data tables preferred.

Education and/or training required for this position:

Bachelor's degree in accounting or related field and 5 years professional fiscal experience, or an equivalent combination of training and experience. Quickbooks experience and professional license preferred (e.g. CPA, CFM).
