Position Summary:

This position is the sole budget position for Statewide, the system office of the University of Alaska. The Senior Budget Officer administers all facets of the $54 million budget, including monitoring, projections, position control, set up, advising departments and special analysis.  The position is central and critical to Statewide's operation and has a daily working relationship with the University of Alaska's Chief Finance Officer.

10Approve Statewide journal vouchers.Essential
10Extract and analyze budget and actual data and assemble in reports, graphs and tables. Develop and prepare SW budget's fiscal year end report. Prepare summary report of the current fiscal year's budget.Essential
15Approve budget portion for all SW position activity (annual budget of $23M); approval by on-line system and hard copy. Position monitoring for SW personnel, includes the proper assignment of funding sources and relevant codes and overseeing maintenance of information in Banner and the budget database/spreadsheet. Attend regular HR Budget meetings.Essential
15Develop annual Statewide (SW) operating budget of $54M, with input from SW executives, directors, and department managers. Prepare budget for loading into the financial and Human Resource computer systems; used for all SW operating expense activities throughout the year. Also used as a reference for planning by SW management.Essential
20Coordinate and prepare formal management reports for SW. Accurately project revenue required for statewide department operating expenses. Develop and maintain reporting process used by SW departments. Develop reporting formats for calculation and presentation of information in a clear and accurate manner. Prepare annual management report review for presentation to management. Analyze and make recommendations to management. Assist with general accounting functions for Statewide Fund Accounting.Essential
30Administration of the Statewide (SW) operating budget, includes preparing and assisting SW management with analyses, appraising requests for budget adjustments, monitoring activity, and preparing and/or reviewing budget revisions; maintains budget integrity. Support SW management with special reports and analyses as requested. Provide assistance and advise fiscal personnel throughout Statewide.Essential

Knowledge/Skills/Abilities
Strong analytical, investigatory, and problem-solving skills. Advanced knowledge of fiscal related rules and regulations. Good written and oral communication, self-directing skills, and the ability to organize and prioritize a diversified workload. Ability to foster effective working relationships and build consensus from staff in other departments. Ability to synthesize information into comprehensive reports. Ability to extract and interpret information from complex relational databases. Ability to prepare and provide analysis for reports that will be used at the executive level. Ability to formulate unique and creative solutions for problems.

Required Experience
Four years of progressively responsible professional fiscal experience, or an equivalent combination of training and experience.

Required Education/Training
Bachelor's degree in accounting, statistics, or related field or equivalent experience in budget and accounting. Master’s degree or professional licensure preferred (e.g. CPA, CFM).

Pursuant to University Regulation 04.07.020, new employees of the University are employed in an at-will probationary status for the first six months of employment. During the probationary period, employment may be terminated for no reason or any reason. Promoted employees also serve a probationary period with limited rights of retreat.
