Position Summary:

IARC is home to more than 100 scientists, staff, and students conducting important work in areas integral to IARC’s mission. Our scientists work on independent research—such as the critical and relevant work being done on ocean acidification—as well as through larger climate adaptation initiatives such as the Alaska Center for Climate Assessment and Policy. We are actively seeking an experienced Fiscal Professional 1 to join our team.


20Provide procurement support for IARC faculty and staff. Administer the monthly unrestricted fund reconciliation process, spotting fund variances and assisting with corrections (i.e. org/fund mismatches, program code issues, journal vouchers), and fund accounting maintenance. Assist with unrestricted fund fiscal projections. Provide fiscal expertise to the Fiscal Manager and IARC Executive team as needed in both one on one and group settings. Backup support as needed for travel, and assistance with maintaining payroll records. Apply problem solving and analytical skills, interpret and apply rules, procedures, and processes. Participate in the development of methods and procedures to enhance office efficiency and productivity.Essential
30Primary pre-award responsibilities for the IARC. This includes preparation and processing proposals; preparing and projecting proposal budgets; proposal Banner entry; budget setup and maintenance documents, to include org maintenance forms, labor redistributions, budget revisions, and journal vouchers; retrieval and manipulation of data for reporting, projections, analysis, and corrections; and maintaining department grant accounting files which consists of multiple funding sources, i.e. restricted funds, grants, contracts, private funds, and special funds. Apply problem solving and analytical skills as necessary to resolve operating problems, make corrections, develop methods and procedures to enhance operations, and increase accountability with regard to award specifications, reporting, and system timeliness. Interpret and apply rules, procedures, and processes as required and communicate activities and findings to PIs, Fiscal Manager and the IARC Executive team as appropriate. Prepare for both restricted and unrestricted funds; departmental budget revisions, journal vouchers, org maintenance, and labor redistributions. Provide restricted fund expertise to IARC faculty as well as collaborating units both on and off campus, to include in-house development and processing of proposals, restricted fund cost accounting, and the use of Banner/Vista Plus reports in researching proposal and grant information.Essential
50Administer post-award restricted fund activity and review, monitor, report on unrestricted fund activity. Assist with budgeting, financial reports, financial planning, and policy and regulation compliance of both restricted and unrestricted funds. Monitor restricted and unrestricted fund spending to ensure expenditures are in compliance with internal funding and reporting requirements as well as the original proposals/revisions. Review, research, project, analyze, and report to PIs regarding current fund status and projections. Compile financial expenditures and projections to assist with the preparation of the monthly management report. Advise PIs, the department''s Financial Manager and as required, the Executive Officer, on budget situations. Serve as reference to assist collaborative departments with restricted and unrestricted fund financial projections and regulation compliance. Provide analysis and interpretation of information that is gathered and received. Operate as a main liaison between UAF departments, Office of Grants and Contracts Administration, Office of Sponsored Programs, and the Central Administration Budget Office. Identify and reconcile accounting problems and information. Compile and reconcile monthly restricted and unrestricted fund expenditures with FGRODTA (as well as the committed, uncommitted, and incomplete purchasing commitment reports), for each restricted fund within IARC as well as those units collaborating with IARC. Spot fund variances and prepare corrections. Follow up on missing documentation to resolution, track/review old open encumbrances to get completed. Contact vendors on unpaid call numbers and purchase orders for submission of late invoices to ensure timely payment.Essential

The Fiscal Professional 1 is crucial in the infrastructure of the International Arctic Research Center (IARC) Business Office. This position works closely with the IARC Fiscal Manager, IARC Executive Team, Research Faculty, staff and students not only within IARC, but also with collaborating institutes. This position would primarily monitor/administer all restricted fund activity (pre and post-award), responsible for creating, managing, and performing accounting, budgetary and fiscal functions, including procurement; following established policies and procedures within the UA and IARC. This position is responsible for monitoring this activity and for maintaining accurate and complex records.

Required Knowledge/Skills/Abilities:

  • Requires proficiency with financial operations, automated accounting system(s), word processing, creation and manipulation of spreadsheets, querying of database information, and financial reconciliations.
  • Must possess good analytical/problem-solving skills and oral/written communication skills (spelling, grammar, composition).
  • Must have knowledge of accounting theory, generally accepted accounting practices (GAAP), University policy, University procedures and accounting regulations, and restricted fund cost accounting standards.
  • Ability to work independently and productively as a congenial team member. 
  • Skill in organization, time management, dealing with the public, and attention to detail.

  • Preferred Training--Banner Finance, Grant, Proposal, HR, Student, Purchasing, Travel & ProCard; Vista Plus; QMENU; QADHOC; Toad, and working knowledge in preparation of financial reporting, projections and analysis; working knowledge of University policy and accounting regulations, and restricted fund cost accounting standards.

Required Education and Experience:

Bachelor’s degree in accounting, statistics or related field and 6 months of professional fiscal experience, or an equivalent combination of training and experience. 

Salary Information:

This position is a full-time, non-exempt,  Grade 78 with salary commensurate with experience.
