The UA College Savings Plan and UA Scholars Programs administer the single largest program in the UA System - the Education Trust of Alaska with its multi-billion dollar college savings program and the University's largest enrollment management program - the UA Scholars Program which distributes over $4.1 million in scholarships each year.

10 Coordinate marketing efforts with third party vendors to facilitate a coordinated marketing effort throughout the state. Create, coordinate, and align other UA communication programs and campaigns within the University. Oversee and manage the production and placement of local advertisements in print, broadcast and internet media, and marketing collateral. 15 Generate ideas for marketing pieces and collaborate on the creation of materials including TV and print material, websites, displays, giveaways, events and sponsorships for the college savings program. 20 Travel throughout the state and nationally representing the University and the Plans as needed to meet program goals, objectives, due diligence, and fiduciary responsibilities. Represent the UA College Savings Plan or the UA Scholars Program at local outreach and marketing events such as chambers of commerce, state fairs, scholarship receptions, business meetings, and other events as needed. Plan, develop, conduct, evaluate, manage and deliver seminars, training, meetings, and outreach events. Coordinate office staff resources for event coverage when needed. 20 Under general direction, implement, maintain, and deliver long-term, comprehensive strategy for the marketing, promotion, branding, public relations and outreach of the UA College Saving Plan. Educate students and parents on the optimal use of scholarships, college savings accounts and guarantees. Communicate and answer questions relating to the programs. Research and respond to complex client account issues, disputes, or errors. Consult and advise executive management on client account problem resolution and legal issues as needed. Assist new and continuing college savings plan account holders and beneficiaries with inquiries, account maintenance, contributions, withdrawals and other issues. 5 Develop a working knowledge of federal and state requirements that could impact the UA College Savings Plan/Education Trust or the UA Scholars Program. Situated in one of UA's most unique and high caliber departments, the successful candidate will work closely with leadership to promote and enhance the the UA College Savings Plan and the UA Scholars Program. Both programs are administered by an Executive Director who reports to the Chief Treasury Officer in the Department of Finance at UA Statewide.
The department administers the single largest program in the UA system--the Education Trust of Alaska with its over $8 billion college savings program and the University's largest enrollment management program--the UA Scholars Program which distributes over $4.1 million in scholarships each year. The department ensures that the University is meeting its fiduciary obligations, avoids additional liability, and mitigates issues as they arise. This requires high caliber staff who can work effectively with many groups (internal and external), most who lack a direct reporting line to the department, in processes and policies that support the purpose of the programs.
The Education Trust of Alaska has contracted with an external Program Manager (T. Rowe Price is a leading national, mutual fund investment firm) to provide record keeping, customer service, marketing and investment management for the Section 529 college savings program. Section 529 programs are savings vehicles that allow families to save for future college expenses in a tax-advantaged way. The department's role is to set policy, procedures and long term strategies for the program and then manage the Program Manager relationship to ensure compliance with approved policies and procedures. Additionally, since the program enjoys certain federal tax advantages the program is highly regulated by such entities as the SEC, MSRB and IRS. The program must remain in compliance at all times with regulations and the department must stay in tune with the regulatory environment and adapt the program as necessary to remain a qualified program.
Recent knowledge and experience in a business relationship management, banking, marketing, or an investment environment substantially equivalent to that maintained by the UA College Savings Program. Knowledge of applicable federal, state, and institutional laws, rules and regulations relating to administration of program. Ability to comprehend written material and interpret and apply policies, rules, and regulations. Ability to establish and maintain effective working relationships with individuals and groups and to work successfully as a member of a team. Ability to communicate effectively, both orally and in writing, and to organize and present facts and opinions. Ability to exercise good judgment in analyzing situations and making decisions. Ability to analyze complex situations and make responsible decisions. Ability to lead work teams, including planning and organizing work, and scheduling, training and directing and reviewing work of others.
Bachelor's degree required from an accredited University in Business Administration, Finance, Accounting, or Marketing, In lieu of such education, equivalent experience would be considered.
Typical Education or Training:
Three years college coursework and three years progressively responsible experience related to investments, business development, marketing, or an equivalent combination of training and experience. Preference will be given to individuals with marketing, promotion, and business relationship management experience.
